Carb temperature

Hi,

in a recent race, i notice that my driver's carb was very cold to touch when he came off the circuit, it's usually quite warm but. i mentioned it to another competitor in the class we race and he said that that's how the carb should be. is this the case or is this something that shouldn't happen?

We're quite new to the sport and not quite up to stratch when it comes to technical knowledge.
