I would be inclined to say that its a 1973 Zip Espada. I've just had a quick look in some old Karting mags, and it looks very like it. I think the stiffening rods on the pedals are a clue to it being later than a Silverstone. The body looks much later, probably 1980's.
Interesting to hear your comments on the girling brakes, raceinstructor, I fitted one to my Californian in place of the evil single leading shoe drum that it came with, and had exactly the same problem and would lightly pump the pedal as I went down the straight to ensure I had a brake when I needed it!
