DOM (drawn over mandrel) is a process usually applied to ERW (electrically resistance welded) seamed tubing. I have not heard of this being used for kart chassis, although you may be correct in what you say, I do know that I would never use it. The properties along the area of the seam must be different to the rest of the tube, and therefore the position of the seam rotationaly could have an influence on chassis flex. As with the electrical welding of chassis, the use of ERW tube would be solely for cheapness, not performance.
In the UK, the typical new price for a bare chassis is around £900. The home builder could make the same thing (assuming access to bending and welding facilities), for around £100, but the biggest gain from going down this route is that immense feeling of satisfaction when you beat the so-called "pro's".
