The new reg covering the disc protector is intended to stop the disc breaking when riding kerbs as there have been a couple of major brake failures due to discs disintegrating after contact with the kerb.

Thats why the ruling (ie. requirement for the new "disc protector") only covers discs that protrude below the chassis rail.
