What form are you using? The correct novice (first time) licence form should be contained within a karting starter pack which contains all of the relevant information plus rule books and a DVD detailing the ARKS course. It sounds as if you are using a renewal form for existing licence holders and the reference to 'may need' an ARKS course is for a competitor moving from another discipline such as Rallying.
If it is your first MSA licence you need to successfully complete an ARKS course before applying. Most clubs will have one or two testers and they will give you all of the info required.
