As I said, sometimes the tube can be a snug fit.

I have never seen a stub axle that had a hole the same size as the king pin bolt.

I hate designers but I'm sure there aren't any who would do that, is there?

Without the tube, the bearings are srained severely when pressure is put on the inner journal by the tightening of the king pin bolt.

If you can turn one of the inner bearings, maybe by holding the kingpin in the bearings and twisting it round while pulling it to one side to encourage the inner bearing to turn, you should be able to see if the tube is turning with it by shining a light in at the other end or by feeling with something pushed into the tube.

That will substantiate the existance of the tube.
