Firstly you may well be excluded for deceiving the scruits and secondly by altering the spacers later may well result in a lost wheel and a nasty accident.
The scruit is simply doing his/her job of safety checking. To perform its task correctly the thread should pass compleatly through the nylon ring and leave thread showing. The fact that you can use a slimmer nut without compromising safety or breaking the rules is the simple and obvious answer.
