And therefore there should be a fee so those willing to just appeal over nothing (and there's a lot of them about) would ruin everyone elses days and in effect the cost per lap would increase because the racing wouldn't get through because of needless appeals!

Only reason to worry about losing Ł90 is if the appeal is not upheld! If that's the worry the appeal shouldn't have been submitted in the 1st place and is exactly why the fee exists!
