if the CoC looked into every complaint they wouldn't have time to run the meetings! Some people moan all the time and usually it's unfounded, sometimes it's even their fault and the way they are driving that stops them finishing races, but they just can't see it and continue to moan, mainly because moaning and not taking action is free!

Most officials will automatically investigate any incident that they have a report from any official and take action if it's founded. On the whole if he CoC is not taking action then he doesn't have a report to the incident you're upset about and that is why the protest system exists, to help you and the CoC redress the balance!
