With my expierience, shorter hubs make the kart more direct, better through slower corners but NOT good through sweeping fast corners.(the short hubs make the kart feel pointy and twitchy through the faster stuff)

With the longer hubs, you generally get less grip through slower corners but greater stability in the faster corners and better release off corners.

However, you can combat the various problems with both hubs via other methods of setup, its just what the driver prefers.
