Even if the Police decide there isn't enough evidence for a criminal prosecution, the MSA can still decide there's sanctions that they might want to enforce.
Just because a higher court in the land decides not to prosecute it doesn't automatically mean you're off the hook!

Say you throw abusive language at a colleague in work and they call the Police, who subsequently decide the offence isn't grave enough to warrant a prosecution, on the other hand your employer might consider the attitude/language constitutes gross misconduct and warrants a dismissal!

Like I said and others added, you need to put-in and official, recorded and documented complaint so that the relevant authorities can act upon.
If you don't give it enough importance they won't give it enough weight of interest!
And nothing gets done!
