Read your copy of the SPORTING REGULATIONS GENERAL sent to you at the start of the year.

The only way they can change mid season is by each competitor voting the a change, if just one competitor votes NO then no change will be implemented - you cannot get fairer than that!

In the case of the rule you quote it has not changed.

1.7.3. Should any driver be totally excluded from a meeting for any reason they cannot drop those rounds, it will count as two of their 10 results, (Two 0 points will be included in their 10 best score)
