Weeell....it is, but it isn't! To explain it simply:
Max torque occurs at the rpm at which the bang in the cylinder is biggest. But there is a gap between the bangs during which the engine is slowing down. BHP takes into account both the size and frequency of the bangs so at max bhp the most work (acceleration) is able to be done.
Everybody mis-uses the term torque, they think that it applies to low rpm only when in fact engines have torque at all parts of the rev range. Instead of saying "I want more torque" they should really be saying "I want more power at XXXXXrpm"
