Ok…

You say "Because getting round a circuit quickly isn't about maximising acceleration (if it were, we'd just fit a bigger rear sprocket)."… I agree that getting round a circuit quickly isn't about maximum PEAK acceleration, but it is about maximum total acceleration (and f=ma) over a lap… i.e.maximising the integral of force with respect to distance… also known as Work... Obviously just running a huge rear sprocket would give you high PEAK acceleration, but the integral would be low due to you running the second half of the straights with zero acceleration…

So what makes the best engine… max area under the torque curve or max area under the power curve… I'm inclined to think power curve, and then you gear for max Work (i.e. integral of torque at the wheels…)
