Have a look at other chassis that might be a better fit for taller cadet drivers. BRM seem to have a bit more room and the Arrow chassis pedals can be mounted 4-5 inches further forward, as they have extra pedal mounts just behind the nose cone. One tall cadet driver I know drives an Arrow without any problems.
