What about a microswitch / sensor on the front of the kart coupled to a warning light, if the microswitch makes due to contact with another kart , the warning lamp latches on. You could even build in a count system that allows 1 or 2 triggers before it latches on. To get more complicated you could use a pressure trigger and only trigger if the force exceeded a pre set value.
A simple circuit like this mounted in a waterproof enclosure would be do able for around Ł30.00.
