When it comes to Europe, at least the French understand how to use common sense when it comes to interpreting bureacracy (applies to EU laws as well) So while what you say may be true in theory, in practice up to and including National level any decent helmet with some form of homolagation is allowed.

We have had helmets with 'only' BSU Gold standard passed for use in the French (cadet equivalent) championships.

Having said that we have been banned from using a Leets kneck brace because it has no homolagation at all.
