I think there are some fundamental points and questions you need to think about if this is going to get off the ground – the devil is in the detail…
Who are you seeking to represent? Do you want to establish a kart drivers’ association, or a parents’ association? If it’s a drivers’ association then do all members need to be current MSA license holders? The point is that if your membership consists of a significant proportion of non MSA licence holders then it will lessen the clout it has with the MSA - assuming you wish to deal mainly with MSA racing.
Another problem is how will the association accommodate junior drivers? Will it be possible to allow membership to those under the age of 18? Perhaps it may be possible to have parents representing junior drivers, however, even with a carefully worded and legally watertight “representation” document then it could still be perceived as more of a parents’ association, rather than a drivers’ one?
What will the governance of the association be and how will it work? How many people will govern the association? How will they be elected? How often will elections be held? Who will oversee elections? How often will the association meet? How will issues to be tackled prioritised? Will you invite representatives from the MSA, ABKC, etc, to participate? What would do you consider to be the “critical mass” for membership numbers? Do you foresee the association requiring funds for things like legal representation, or safety testing, expenses, etc? How will funding work? - Funding needs to be based on membership numbers and what you want to do, rather than lets ask for £15 because that sounds right at the moment!
