I haven't got the 2010 Blue book yet, but the 2009 says that driving with as little as one wheel off the track consistently may be considered driving not commensurate with safety and may attract any penalty, including being black flagged.

It is the application of the rules, not the rules themselves that is flawed.

As one TV commentator of a (Ginetta) race said when cars were blatantly using a tarmacced run-off area "if they enforce it, they will have to exclude half the grid". And in one class at another track, I heard that the Clerks excluded the first 7 drivers, for repeated use of the outside-the track areas.

Mind you, at the same time as they enforce the outside-the-track ruling, they also have to enforce the 'blocking' rules too.

Perhaps this is a problem that should be tackled at the Arks level. Too many people have read but not understood the Blue Book and don't apply the overtaking rules (being on the inside doesn't mean that it's 'your' racing line for example), clearly people haven't got the 'kerbs is dangerous driving' message and many people haven't worked out the difference between racing and blocking. (One is driving so you cannot be overtaken and the other is driving to stop you being overtaken, the difference is subtle)
