Possibly to stop the "riot" outside of the CoC office because customers are angry that they're still stuck on heat 2 at 6pm on the Sunday.

Hey - anything that helps improve the sport in terms of fairness, taking out those who habitually drive in a reckless and "sod the consequences" way is a good thing but it has to be practicable. Maybe the extra S1 staff which will account for some of the cost increase are going to be there to deal with all of the post race shenanigans.
