MSA aware as the missive released from Colnbrook will attest, but in the absence of HARD evidence, it was not considered appropriate to ban the nose. Scrutes advised on numerous occasions what to look for and clerks asked to give as much detail as poss for any incidents reported - difficult to do when the muck and bullets are flying.

I have my own views on the petition, which I will keep to myself.

Using the Zip nose is not compulsory, there are other options..
