This will help but you don't need to upgrade until it is due for renewal at the end of the year - as long as he has all his signatures on his card and keep it with his licence he can come off his novice plates- that will be acceptable at race meetings and then do the upgradeto National B when the licence is due for renewal - otherwise you will pay twice in a few months for a licence
He can keep collecting signatures and if he has 12 by the end of the year you can upgrade directly to a National A
