The MSA is getting blamed here but no one has said yet as to who's idea it actually was. MSA or ABKC...let's sort that out first.

WRT the idea, I really feel it would be better to carry on putting the points on the drivers licence. To get the troublesome drivers/Fathers (and Mum's) out ASAP. To spread the points over two licenses would make it very difficult to obtain enough points for a ban and therefore overall driving standards will decline.

Finally from what I have seen in the paddocks the threat of a few points on an entrants licence will never stop the red mist anyway.
