I have emailed and written to the MSA-for all it has been worth both on this issue and saftey issues. I have not had a reply yet-so given up.

So I did ask- what was the purpose?
This entrants licence would seem to be no deterrant for bad behaviour -think about it.
Enforcing it would seem to be a clubs and admin nightmare.
So what would hurt? Fine? for some forget it- enough money so it wouldnt matter.
How about giving the clerk of course the ability to deduct championship points or allowing clubs to file a notification of unaccepetable behaviour order to an MSA register. Three notifications and there is some form of suspension.
Rather than spend money maintaining a licence system do something useful. You could add a race levy of £1. The money goes to pay for extra observers or paddock guardians. So the more you race the more you pay.
There are lots of better options that plastic cards.
