Ian - I am not sure how it should work but on most club entry forms it says that when you countersign as the parent/guardian you have the right to attend any hearing with CoC, accept liability for penalties/fines and conduct of all team members. There is usually then a statement saying that if the parent/guardian is not at the track then they must provide a letter of authorisation for whoever is running the driver.
From that I believe there is an expectation that the person signing the entry form will also sign-on the driver. Probably it is also this person who should attend driver briefing.
It does sound as if you might need more than one entrant licence to comply with the rules but maybe clubs will not enforce this too strictly and allow another family member (aged over 18) to attend any CoC hearing.
