A helmet can be wrapped with a cast vinyl. This is the same vinyl us signwriters use for vehicle wrapping.

I've seen a few helmets wrapped but usually it would be done in around 4-5 pieces. The only way it could be done for Ł40 is someone doing it for free or if the wrap was plain in colour. They do take a long time.

I could never see any vinyl damaging the helmet by cracking but I think it's more to do with the type of adhesive reacting with the helmet surface.
