per litre the eight year old honda produces MORE horsepower

the answer is simple, a race engine will be run to its limits to gain the competitive advantage over the competition.

power to capacity ratio will only be kept down in one make formula's where any engine failure due to design should result in the throwing out of the class and repremanding of the manufacturer. Probably wouldn't happen though, they'd just fix it too late and force everyone to buy another engine.
