Why hasn't it solved the problem then? Is it because it isn't sexy? Or do we have a fundemental problem in that those with the money don't want equality, neither business or competitors.

At the moment it is possible to buy so much performance that mediocre drivers with money can beat good drivers without.

Thus just offering an equal alternative isn't going to help much. To solve the problem all classes of engine need to be equal and this needs to be done from the top prestige classes down to make any difference.
