It depends what the intention of the orgainisers of the event was, if they just want racing and (probably) don't know much about motorsport. then quicktimers example can happen. however if the intention is to show an alternative to msa because they think that some msa rules are silly however they want a good atmosphere however not constricted by the msa rules. (hope that makes sense.

If some guy stuck some cones out on a dissused car park and made a race the first could happen, howevever if some non msa tracks could easily be top curcuits however don't want the seriousness of msa and just want to have fun however be safe at the same time.
