From What I've seen the welding process / material was wrong. Maybe the material has become to hot and brittle round the weld and this has changed the properties in this local area. Drastic heating and cooling of the material will cause hardness. Perhaps they have changed the material or more likely the method of welding / brazing. I know Jade had issues with their old chassis (not the latest one). They now use an american spec of chrome molly use all brazed joints 1.75" (31.75mm diameter). It is expensive but it doesn't crack easily.
