An axle is only statically loaded when stationary. When in motion it is in a continuous cycle of compression to tension. Imagine a single point on the loaded side of the axle (where flex is occuring). When that point is nearest to the ground it is at maximum tension; 90 degrees either side of this and it is at zero tension/compression; another 90 degrees (furthest from the ground) and it is at maximum tension.

It is clear that an axle made of steel will have, to all reasonable degrees of accuracy, the same Young's modolus and will therefore flex the same amount for a given load. However, go back to the Mass/Spring/Damper system and imagine that the stiffness of the axle is referring to it's damping coefficient. Now imagine that it is damped well enough such that the axle never has the required time to reach maximum deflection and you'll see that, to all intents and purposes (and in the context most people assume) you've altered it's flex.

Of course, even if the various axle stiffnesses always do reach maximum deflection for a given load, the time taken to get there is surely going to have an affect.
