There have been occasions when the steward has had to judge on incidents in races that have gone to the flag.
A couple of years ago Llandow had a marshal caught in the middle of the track picking up a cone as the grid came round. One entire line took the tyres to avoid him and the ACOC at the time 'missed' seeing the marshal. Claimed it was just a racing incident, until the marshal pointed out at the appeal that he'd been lucky not to have been collected.
The styeward ordered teh race rerun....there was a long thread on it at the time.
So, if the red lights came on or didn't go off, there's a reasonable complaint that a driver hadn't had a fair start.
