Why not make Rotax like the tkm festival. When you turn up for the weekend they lockwire your engine. Then the winners on Sunday have their engines fiche checked - the same as tkm. Then with this ruling you can buy your engines anywhere in Europe and rebuild you engines yourself or if you wish pay an engine builder in Europe of you choice.

The Tkm engine is harder to Fiche check as it has ingition timing advance and retard and the cylinder head squish band and head volume can be machined.

The Rotax none of the above can be changed or machined so the lock wire on race day principle would make Rotax racing in Europe alot cheaper for everybody apart from the current sealing agents.
