From what you are saying, the teams/engine builders are all working within the rules but trying to have their engines in the best race condition. If you build a relationship with your own engine builder there is nothing to stop you building up the coke in your engines and getting him to check these measurements although there will obviously be a cost implication for the work. Your suggestion that all engines should have new heads fitted before the race would force everyone to spend more money and I doubt that would be popular. You really seem to have a chip on your shoulder about Rotax - there are alternatives available.
