The reason I was shying away from top outlet is to avoid the situation you regularly see where people pull the fuel pipe off the carb, suck 'til red in the face and then cough and spit out the mouthful of fuel they've just nearly swallowed !
If you assume it's possible to fit a bottom outlet without it leaking and route the fuel pipe out of harms way, would a foam filled tank (as used in WRC, F1 etc I think) not solve the surge problem. I'm just wondering why 'clunk tanks' seem to be unique to karting and other forms of motorsport go a different route.
