Just out of interest, is the lead clamped tightly across two bars in front of the drivers seat, or did I not read that correctly. That could be the issue there. With the lead removed and therefore the clamp removed, you have totally changed how the kart is going to flex. As a fat chap who is relatively quick, I can tell you weight makes a large difference and there's only so much a 125cc can do with the laws of physics! Try clamping in the same fashion, without the lead and let us know how you get on. When I first started out in a Tony, I couldn't believe how much of a difference relatively small changes made to the laptime. Its definately true there's speed to be found in testing, none more so in a Tony.
