I think you have almost answered the point yourself. You say you can do a 'whole bunch' of things you can do to a TKM engine. Well I would guess that the same bunch of things can be done to a Rotax engine. But because they are sealed then it will be the engine builder that does it.

I think the benifits between builders will come down to their experience and how many ways they know to drag out more power etc (within the rules). Also how much you can afford to pay for more dyno runs trying to find the best matched barrels etc.
