It might support your claims better if you gave some details as to how the CoC varied from the Blue book regulations on page 353 7.9 and 7.10.
If less that 25% of race completed by the leader the race may be abandoned or re-run in its entirity.
Over 75% completed by the leader and the race will be deemed to have ended.
Between 25% and 75% it may be abandoned, run as two parts with the starting order of the second part being the order at the end of the lastfull lap completed before the race was stopped or it can be a complete re-run.
If CoC was considered to have done something wrong then a protest could have been made.
