Before we go into the pros and cons of effectively cutting classes, is it legal?

I'm not sure you can just tell someone their well established business is over in favour of another one. Its restraint of trade for the MSA to tell tracks that they have to cut classes surely?

Letting more in...there are powers over that. But once you've let them in and they're established, not sure you can kick them out again.
