It does sound harsh but this happens when you enforce the rules (as you should - or get them changed).
If you let 3mm pass then what about the next driver who is 4mm, 5mm etc. There has to be a point where you draw the line. Most drivers in cadets seem to run with teams so they should atke some responsibility for ensuring the karts are compliant.
In many ways I prefer the system where you simply sign the scrutineering card to confirm your kart is complaint rather than everyone queue up to have checks done. Ideally you would still have scrutineers available in case you want to double check on anything.
