Novice upgrading - 2 upgrade or not 2 upgrade

I just wanted to test the water on people's thoughts on novices upgrading.

Not in the sense of the ones who are obviously inexperienced and have yet to gain the confidence to come off the novice plates, but more the ones who place pretty well repeatedly and stay on the plates to snag the top novice trophy.

The rules don't seem to oblige people to collect the signatures but instead talks about "those wanting or wishing to upgrade" have to get the signatures on their card and once they do even if they want to stay on novice plates they will no longer be considered to be be novices.

So from what I've seen and read, is it OK to stay on novice plates forever and have a room full of top novice pots or have I misread the rules?
