all msa stewards have access to and online system to check that a competitor has a valid licence that has not been revoked by the msa for points etc.this check is nececery as it would be easy if you had your licence disqualified you could turn up and say you had lost your licence and pay the non production fee (not a fine as mentioned above) the msa steward Not the clerk has the authority to validate any clainm that a driver has a valid licence of the proper grade and i guess that the msa charge a fee for this service as sugested above it must cost to administer the online database and its security and surly you wouldnt ecpect all the driveres who do remember to bring there licence with them to pay for your frogetfullnes would you?
