It is to associate a responsible adult with a minor. Should a problem arise then there is someone to represent and advise the minor. Sometimes it appears to be the other way round!
We have no end of problems (with motocross track) with poeple, especially children riding their bikes in the pits, in spite of numerous signs saying not to.
It all too often appears that the offender believes it does not apply to them, or maybe they cannot read!! Scooters in pits?
A responsible adult is required (among other things)to explain transgressions too without risk of acusations of assault etc. on a minor. Very PC but essential.
