which circuits did you see the COC not wearing a hi vis Jacket?

I am a coc mainly down in the south west of the country. At all of the circuits that I have clerked at have always maintained that anyone enters the circuit has a jacket on whoever they are we even had an MSA steward with us trackside on one meeting and he had his Hi Vis Jacket on.
