To be fair even your example of TKM clubman prooves that money is important.

The root of TKM Clubman may be to kart cheaply but in practice that isnt happening.

New tyres are being used, new chassis are being bought and engines are being rebuilt all the time beacuse people want to be at the front.

Cadets dont have to use new tyres but will be at a 3 tenths dissadvantage straight away.

And certanly in some classes people are taking advantage of no tyre marking and using more than one set of tyres for a meeting.
