I don't know the exact numbers but it seems there are some 4,000+ MSA licence holders spread across the classes and across the country.
If drivers are willing to travel up to 2hours to race then tracks in the Midlands area will have a wider catchment area than those elsewhere.
S1 probably have between 200 and 250 entries for both the MSA and Rotax groups so enough to fill a track.
In the thread on Wigan there were comments from people who had spent Ł1k on the weekend and around half of that was travel/accommodation.
Maybe it is a combination of fewer drivers willing to travel so far and a clash of dates with other clubs where catchment areas overlap.
