It's a bit hard to come down on him because he missed out the word 'some'.

Unfortunately it is a truth that some kids are secure in the fact that someone will abuse the system in their favour and some kids' parents are more likely to encourage contact driving, while some kids don't have to count the cost of their actions.

Not all, probably not the majority, but some.

And, to be fair, the CoC's often have a hard time of it because they are required to act on proper evidence that has to stand up to a professional lawyer at the National Court. And though one might be absolutely sure what happened in an incident, and convinced that the other driver is lying through their teeth, CoC's are not able to act on one person's utter conviction and word (unless they happen to be a Judge of Fact) without proper corroboration and evidence.

If one is absolutely sure that an affence has been committed, then one must muster up enough people who have seen the incident and agree that your version is accurate. One doesn't have a quiet word with the CoC, one puts in a complaint, puts up the money and presents the evidence.

That way the CoC is bound to take notice. Unfortunately , if one cannot muster the evidence, then a quiet word is all one can offer and the CoC has to take into account whether a genuine mistake has been made or whether this is bad or deliberate driving and whether an equally quiet word in the ear of the offending party is called for.

I've often been upset by what I have thought to be deliberate actions from someone else, but also had to reflect that I have been involved in enough innocent incidents of my own, that probably looked deliberate from the other seat. An apology for the error sometimes helps, but one needs to be selective about the moment.
