The set up changes you make should not have any impact on hubs moving.

Have you tried cleaning both the inside of the hub and the axle with carb cleaner or some other solvent? Sometimes there can be a contaminant that gets in there that can lubricate the axle/hub face.

Is it both hubs?

You would also be as well to check that it isn't the axle moving in the bearings.
