One idea I remember being bounced around a few years ago was a Claiming Rule type arrangement for S1 and the like

Simply put, if a driver were to finish in the top 3 or 5 in an event, any driver finishing outside of that group could purchase the engine components from those that finished in the group by lodging a formal purchase request with officials.

The purchase price for each component would be fixed to the component cost price plus a healthy margin on top. Say £250 for a carb, £2500 for the short engine etc. Said component would be removed in scruitineering and held by officials so no interference can occur until payment is concluded and the driver who had to sell is reimbursed.

The idea is that this would discourage engine trading and tuning that costs several thousand pounds at a time, as all that input could be taken away and given to a rival for a fraction of the cost to put it on the track. If, on the other hand, a driver wins with a "cheap" package and their rivals buy it hoping to swing the balance, they can make a tidy profit.

This would never be implemented at S1 of course, as those who have the means to spend 5 figure sums per engine would block it one way or another, but in other arenas for the sport... :)
