When I raised this proposed regulation at Kart Committee in August 2012 (remember you all had the chance to comment during the consultation phase!) it was decided that they do not apply to karting as Section U has its own rules and the reference to Q14 says 'as appropriate.'
Therefore these changes to car racing are not appropriate to Karting for although the restriction in (Q)14 can be
applicable to Karting via (U)12.5.8., this is subject to 12.5.3. and
12.5.4. and therefore (Q)14.5. does not apply.
We will have to see if they are continued to be interpreted in that way.
